What New York State Department of Motor Vehicles (DMV) publishes about getting a license, checked August 27, 2026.
- The Green Light Law: no lawful status needed
- Since 16 December 2019 the Green Light Law lets anyone in New York aged 16 or older apply for a standard, not-for-federal-purpose licence or learner permit regardless of citizenship or lawful status. It covers non-commercial licences only.

- Never had an SSN? You sign an affidavit
- You do not need a Social Security card to apply. Applicants who have never been issued a Social Security number are eligible and simply sign a sworn affidavit saying so. Note: the Green Light Law does NOT cover Non-Driver ID cards.

- The renewal trap
- If you got your licence without providing a Social Security number, renewals and replacements must be done by post or in person at a DMV office. The online services require an SSN on file, so they will not work for you.

- The card looks like everyone else's
- Every standard New York licence looks identical whatever documents you applied with, and all of them are marked NOT FOR FEDERAL PURPOSES. The trade-off is that this licence cannot be used to board a domestic flight or enter some secure federal buildings.

- Privacy protection from immigration agencies
- The law limits data sharing, including with agencies whose main work is immigration enforcement, and requires DMV to tell licence holders when an immigration enforcement agency requests their data. It is only about driving privileges: it is not a pathway to citizenship, and only US citizens may register to vote.

- A hotline if you are treated badly at the DMV
- The state Office of New Americans runs a free hotline, 1-800-566-7636, with live help in more than 200 languages, for immigration-related problems or discrimination experienced at a DMV office. Anyone may call regardless of status, and calls are confidential and anonymous.

- Fees and the tests
- Fees to apply for a licence or permit run between $64.50 and $107.50, payable by cash, cheque or card. You must pass the written knowledge test for a learner permit, then pass a road test before the licence is issued.
