What licence a nail salon itself needs in the US

A nail salon needs its own licence, separate from the technician's: who applies, the fee, whether you may open before the inspection, and what the premises must have.

You have the licence, you have the clients, you want your own place. This is where many people stumble: the salon's licence is a different licence from yours. Every state checked for this guide requires both at once: a practitioner licence for each technician, and a separate licence for the salon itself, in the owner's name.

Who applies

The owner. If you open alone, in your name. California requires every partner in a partnership to sign. A corporation or LLC signs through its representative, and boards usually ask for the company's state registration number.

The salon's name is paperwork too. Virginia requires a sole proprietor to file a fictitious-name certificate with the local court and a company to register its name with the State Corporation Commission. Oregon requires an Assumed Business Name unless the salon's name includes every owner's real name. Do this first, because the salon application will ask.

Before opening: three different orders

This is where states differ most, and where a wrong guess costs the most.

Order one: licence first, then open. Florida states that the salon licence must be issued and ready to post before the salon opens; the inspection comes after. New Jersey says plainly that operating a shop without the licence is unlawful.

Order two: inspection first, then open. Pennsylvania writes in capitals that the salon cannot be open or operating before the inspection, and the inspection is scheduled only after the application is approved.

Order three: open first, inspected after. North Carolina runs the other way. You file before the opening date, the salon must be built and fully equipped on that date, and an unannounced inspection follows within 30 to 45 days. The licence arrives after the inspection.

Three orders mean three ways to plan the opening date and three ways to budget rent while waiting. Do not take another state's experience as yours. Read your state's page.

What the premises must have

Each board has a list, and many publish a self-inspection checklist so owners can check themselves. The most common items:

  • A sink with hot and cold water, separate from the restroom
  • Ventilation. New York has the most specific nail salon rule: a mechanical system, at least 50 cubic feet of air per minute per station, an exhaust inlet at each station within 12 inches of the chemical application point, exhausting outdoors
  • Separation from living space. Texas forbids using licensed premises for living or sleeping. Oregon requires a home-based salon to have floor-to-ceiling walls separating it from the residence
  • Posted licences. New York requires the salon's licence and each technician's posted, a sign at the entrance stating the business is licensed, and the Nail Salon Workers' Bill of Rights; fines run up to $500 per violation
  • A manager. New Jersey requires every shop to employ a licensee with at least three years of experience to oversee it

Money

There are at least four costs, and only the first goes to the state board:

  1. The salon licence fee, paid to the state board. As of 7 September 2026, among the states checked, it runs from $50 in California to $350 in New Jersey. Some states charge per chair: North Carolina takes $3 per chair plus fixed fees
  2. The city or county business licence, and confirmation that the premises may be used for business. New Jersey requires that document with the application
  3. Tax registration: a federal EIN if you will have employees, and state sales tax registration if your state taxes the services or products you sell
  4. Insurance and bonds. New York requires a surety bond, two liability policies of at least $25,000 per occurrence, and a wage bond of $25,000 to $125,000 depending on staff size

Costs 2 to 4 vary by city and by salon. This guide carries no figures for them because no official source covers the whole country.

Renewal

The salon licence expires. Texas and Oklahoma run two-year cycles. Pennsylvania's expire on 31 January of odd-numbered years. New York's runs four years. North Carolina renews every year, expiring 1 February, and the renewal must list every technician in the shop and whether each is an employee or a booth renter.

A change of location, name or owner usually does not carry the licence across. Florida states that all three void the old licence and need a new application.

Common questions

I already have a nail licence. Does the salon need anything else?

Yes. The nail licence belongs to the technician. The salon needs its own licence, issued by the same state board, in the owner's name. Every state checked for this guide requires both, and a licensed salon does not make an unlicensed technician legal.

Can I open first and wait for the inspection?

It depends on the state, and this is where they differ most. Pennsylvania and Florida require the licence or the inspection before opening. North Carolina is the reverse: open first, and the inspector arrives within 30 to 45 days. New Jersey makes it unlawful to operate without the licence. Read your state's page before printing the opening flyers.

How much is the salon licence?

As of 7 September 2026, among the states checked, the state board's fee runs from $50 in California to $350 in New Jersey. That is the board's fee only. The city business licence, tax registration and insurance are separate costs.

Does the salon have to employ a licensed manager?

In New Jersey, yes: every shop must employ a licensee with at least three years of licensed experience to oversee it. The other states checked do not state that requirement on their pages, but everyone working in the salon must hold their own licence.
